The headlines said “banned.” The paperwork says something narrower and a lot more specific. Here is what actually happened, in the order it happened, straight out of the government’s own documents.

It started with two memos

On July 27, 2026, a White House-convened group made up of executive branch agencies with national security responsibilities sent the FCC two documents called National Security Determinations. One was about power inverters — the boxes that tie solar panels and batteries into the electrical grid. The other one was about what the government calls “advanced robotic devices.”

That second memo is the one that ended up in your living room.

The FCC acted the next day

On July 28, 2026, the FCC’s Public Safety and Homeland Security Bureau released Public Notice DA 26-786. That notice added both categories — foreign-produced power inverters and foreign-produced advanced robotic devices — to something called the Covered List.

If you’ve never heard of the Covered List, you’re not alone. I hadn’t paid much attention to it either until this landed. It’s a list the FCC keeps under the Secure and Trusted Communications Networks Act of 2019. Everything on it has been determined to “pose an unacceptable risk to the national security of the United States or the security and safety of United States persons.” Huawei and ZTE have been on it since 2021.

Here’s the part that matters for a vacuum. Under the FCC’s rules, once something goes on the Covered List, it cannot receive a new FCC equipment authorization. And almost anything with a radio in it — Wi-Fi, Bluetooth, cellular — needs that authorization before it can legally be imported, marketed or sold in the United States.

No authorization, no new model on the shelf. That’s the mechanism. Nobody is coming to your house.

Nobody expected vacuums to be in it

When the announcement came out, it read like it was about humanoid robots and those four-legged robot dogs. That’s what the press release talked about. That’s what most people assumed.

Then reporters read the fine print in Appendix C. The definition of an “advanced robotic device” is a four-part test, and a device is covered only if it checks all of these boxes:

  1. It can move around on the ground on its own — locomotion, navigation, obstacle avoidance.
  2. It operates at a distance from a person, based on commands or sensor data.
  3. The device plus its docking station weighs more than 4.4 pounds combined.
  4. It has all three of these: a sensor that perceives its environment, a network connection running at least 200 kbps in either direction, and software — including firmware or AI model weights — that controls navigation, perception, data collection or remote control.

Read that list and think about the thing that mopped your kitchen this morning. LiDAR or a camera on the front. Wi-Fi. A dock. Firmware that decides where to drive. That’s four for four.

FCC media relations director Katie Gorscak confirmed to The Verge that robot vacuums meet the definition, and an FCC spokesperson confirmed the same thing to FOX Business. So this wasn’t a guess by the press. The agency said it out loud.

Robotic lawn mowers and robotic pool cleaners land inside that same definition.

The rule blocks new equipment authorizations. It does not shut off devices that already have one.

What’s not in it

The determination spells out six carve-outs. Connected vehicles of any weight, vehicles that run on rails, uncrewed aircraft, uncrewed underwater vehicles, FDA-regulated medical devices (surgical robots, prosthetics, powered wheelchairs, walkers), and fixed industrial robot arms that are bolted down and don’t drive anywhere.

Drones were already handled separately — they went on the Covered List back in December 2025. Foreign-made routers went on in March 2026. This is the third category in that same run.

“Foreign-produced” is a formula, not a country

A lot of coverage called this a ban on Chinese robot vacuums. The document itself doesn’t say China anywhere in the operative language.

“Foreign-produced” is defined as anything that does not qualify as a “domestic end product” under 48 CFR § 25.101(a) — that’s the Buy American standard. To clear that bar, a product has to be manufactured in the United States and the cost of its domestic components has to exceed 65% of total component cost. That threshold is scheduled to rise in later years.

The FCC’s published FAQ states plainly that the nationality of the company doesn’t matter, and that the action is “country neutral.” So an American-headquartered brand that builds its robots overseas is in the same boat as anybody else.

That said, here’s the practical picture: according to 2025 IDC data cited in reporting on the rule, the five largest cleaning-robot manufacturers in the world are all Chinese companies. And most of the rest of the market builds in China, Vietnam, Malaysia or Indonesia. So while the rule is written country-neutral, the shelf it lands on is mostly overseas-built.

Straight from the determination, no editorializing from me. The agencies wrote that advanced robotic devices are “inherently networked systems which creates broad attack surfaces and leaves them vulnerable to data exfiltration, remote disruption of the physical robot, and dependencies on unsecure over the air updates.”

They also wrote that these devices “collect data that could be leveraged by malign actors to surveil Americans, enhance the capabilities of foreign intelligence services, or to remotely commandeer the robots,” and pointed to a supply chain concern — that depending on overseas production for a whole category of technology creates economic risk.

The supporting evidence section cites specific incidents, including a 2026 vulnerability that reportedly allowed remote access to thousands of home robots, and a 2025 report of a pre-installed backdoor on certain robotic quadrupeds.

That’s their case, in their words. Whether it’s the right approach is a debate people are having, and I’m not going to tell you where to land on it. My job is to tell you what the paperwork says and what it does to the thing in your kitchen.

Where that leaves us

One rule, one date, one mechanism. As of July 28, 2026, a new foreign-produced robot vacuum model can’t get the FCC sign-off it needs to be sold here — unless it either clears that 65% domestic-content bar or gets a specific exemption.

I’ve had a lot of people ask me if they need to do something about this. Short answer, for almost everybody: no. Here’s the long answer, broken down by whether you already own one or you’re about to buy one.

  • Any real effect shows up in the next product cycle, not this one.

If you already own one

Nothing changes. Not today, not next week.

The FCC’s own fact sheet says the action “does not impact a consumer’s continued use of devices they previously acquired.” Your robot is not becoming illegal. It doesn’t get bricked. It isn’t being shut off remotely. Nobody is knocking on your door about a Roomba.

Your app still works. Your maps are still there. Your schedule still runs. The rule is about what can get approved for sale going forward — it has nothing to do with devices already in homes.

No Action Needed

You do not need to unplug it, return it, register it, or do anything else. If somebody tells you otherwise, they haven’t read the notice.

You can. The FCC says the action does not stop retailers from continuing to import, market, or sell models that already went through the equipment authorization process.

Every robot vacuum on a shelf or on Amazon today got its FCC approval before July 28, 2026. That approval doesn’t expire because of this rule. Those models stay legal to sell and legal to buy.

I’ll say the obvious thing: there is no reason to panic-buy a robot you weren’t already planning to buy. A scary headline is a bad reason to spend money. Buy a robot because your floors need one.

The one date worth writing down: January 1, 2029

Here’s the piece most of the coverage skipped, and honestly it’s the part I’d want a neighbor to know.

Normally, when equipment goes on the Covered List, FCC rules also restrict the kind of software and firmware changes manufacturers can push to it. That would be a real problem for a connected device sitting in your house.

So the same day the Covered List was updated, the FCC’s Office of Engineering and Technology issued a separate waiver, DA 26-789. It says devices that were authorized before the Covered List addition may keep receiving software and firmware updates that “mitigate harm to U.S. consumers” — including updates that patch security vulnerabilities and keep the device compatible with different operating systems — at least until January 1, 2029.

Two honest caveats, and I want to be clear about both:

  • The waiver permits updates. It does not require any manufacturer to support older models. That was always up to the company.
  • What happens after January 1, 2029 has not been decided. The FCC extended a similar waiver before in the router situation, so an extension is possible. It hasn’t happened yet, and I’m not going to pretend I know what they’ll do.

Consumer Reports’ technology policy team flagged the same thing: after that date, owners may stop receiving updates, which is a security consideration for any connected device that stays in service a long time.

If you’re the kind of person who keeps a gadget for six or seven years, that’s a fact worth having in your head. Not a reason to panic. Just a fact.

What the rule does not do

This is where a lot of the noise came from, so let’s clear the deck:

What people are asking The answer
Will my robot stop working? No. Existing authorizations are not revoked.
Do the apps and cloud servers get shut off? The rule doesn’t require that. Companies can always change services for their own business reasons.
Can stores still sell current models? Yes. Previously authorized models can still be imported, marketed and sold.
Is it a ban on a specific brand? No. It’s written by place of production, not by company name.
Does it apply to the federal government? No. Purchase and use by federal agencies is exempt from these Covered List restrictions.

Down the road: what the rule actually sets in motion

I’m not going to guess at prices or predict which brands survive. Nobody knows that yet, including the companies. But here is what the rule mechanically does, and these aren’t predictions — they’re just how the process works:

  • A brand-new robot vacuum model that hasn’t been authorized yet can’t get authorized unless it clears the 65% domestic-content test or receives a specific exemption.
  • Manufacturers who want that exemption have to apply through the Department of War, and the application window closes January 1, 2028.
  • Approval is at the Department’s discretion. Applying does not mean getting it.

So the effect, if there is one, shows up in the next product cycle — not on the shelf you’re looking at today. Part 4 walks through those mechanics in detail.

This rule got a lot of people thinking about what their robot actually knows. That’s a fair thing to think about, and it has nothing to do with politics. If you want to look under the hood on yours, here’s where I’d start — and this applies to any connected device in your house, not just a vacuum.

  1. Find the camera toggle. Most robots with a front camera let you turn obstacle photos off in the app. When I turn it off on mine, I stop seeing photos — I just get a little marker saying something was in the way. Some robots don’t have a camera at all and use a laser-type sensor instead, which looks like a camera but isn’t.
  2. Check remote viewing. If your robot supports live camera or two-way audio, know whether it’s on, and know who in the house has app access. It’s a genuinely useful feature — I’ve used it from another state to check on the dog — but you should know it’s there.
  3. Read what the company says about your map. Every manufacturer publishes something about where map and image data lives and how long it’s kept. It’s worth five minutes before you buy, and it’s a fair question to ask any brand.

I reached out to manufacturers and haven’t heard back yet. But several have gone on the record with other outlets, and the U.S. robotics industry has weighed in too. Here’s everything that’s actually been said, in their own words.

Before I run through them one at a time, here’s what jumped out at me: they all say almost exactly the same two things.

One: your current robot is fine and will stay supported. Two: we’re still figuring out what this means for future models.

Not one company has announced a canceled product, a delayed launch, a price change, or a factory move. That may come later. It hasn’t come yet, and I’m not going to invent it.

What each brand said

iRobot (Roomba)

Told FOX Business and Consumer Reports it is aware of the FCC’s action and is working with the agency to better understand its implementation and potential impact, and that it remains committed to serving customers and will share updates as more information is available.

Worth noting for context: iRobot’s ownership changed hands in January 2026, when it was acquired by Shenzhen-based Picea Robotics, according to reporting on the FCC action. That matters here only because this rule is written around where a product is produced, not where a brand is headquartered.

ECOVACS

Said it is monitoring developments and that, based on its current understanding, there is no impact on existing U.S. customers or on products that have already received the necessary authorizations. The company said it will assess any implications and pursue ways to keep serving the U.S. market in compliance with applicable regulations.

Eufy

Said the new rule does not affect the continued availability, use or support of the products it currently sells in the U.S., and that those products will keep receiving updates and customer support. Like others, it said it is seeking further clarity on how the rule applies to future products.

Narwal

Said products already certified and sold in the U.S. are not affected, that customers’ robots keep working and stay supported, and that current models remain available at retail. Narwal is the one brand so far to confirm it is actively reviewing the Conditional Approval process, and said it welcomes the chance to demonstrate its security and privacy practices.

Shark

Confirmed its current U.S. robot vacuums will remain available for sale, use and support. On future models, Shark said it is evaluating its options and that, as a U.S.-based company, it believes it is well positioned to navigate the process and continue launching new models at competitive prices.

As of this writing, several other brands in the category — including Roborock, Dreame, MOVA, Samsung, LG, Dyson and Bissell — have not issued public statements that I’ve been able to find. Consumer Reports says it has reached out to the manufacturers in its ratings, and Vacuum Wars says it has contacted additional brands. When those land, I’ll update this page.

The trade group that represents CES weighed in

The Consumer Technology Association — the folks who run CES, where these robots get unveiled every January — posted a measured response.

CTA said it supports efforts to protect national security and strengthen technology supply chains, but that those policies should be “targeted, transparent and focused on genuine security risks, not unnecessary costs or supply chain disruption.” It also said it encourages continued engagement between industry and government to advance trusted supply chains “while preserving innovation, competition and consumer access to new technologies.”

On July 30, the office of FCC Chairman Brendan Carr published a collection of reactions from companies, trade groups and policy organizations supporting the action. A few from that document:

Evan Beard, CEO of Standard Bots, called it “one of the strongest technology-security actions in modern U.S. history,” saying the message is that robotics is a technology America must lead and own.

Matic, a U.S. consumer robotics company that builds its robot vacuums domestically, said the action “will help ensure America can design, engineer, and build all manner of robots at scale,” and noted that consumer robot supply chains are the same ones defense, industrial and healthcare robots depend on.

Joel Thayer of the Digital Progress Institute described the Conditional Approval mechanism as “the appropriate, incremental approach,” saying it targets risk without disrupting existing consumer devices.

The New American Industrial Alliance also backed the expansion of the Covered List in that same publication.

So you’ve got a real split in the room: consumer brands are focused on continuity and clarity, and U.S.-based robotics manufacturers and some policy groups are calling it overdue. Both of those are on the record, and I’m putting both in front of you.

What nobody has answered yet

  • Which specific manufacturers will file for Conditional Approval.
  • Whether any of those filings will be granted, and how long a decision takes.
  • Whether any announced-but-not-yet-launched models are affected.
  • What the U.S. release picture looks like for products shown at CES 2026.

Those are the four questions I’m chasing. I reached out to the manufacturers I cover and haven’t gotten answers yet. When I do, they go on this page.

The July 28 notice wasn’t the end of it. Three more pieces of paperwork have come out since, and one of them is the road map for how a manufacturer keeps selling here. Here’s all of it in one place.

The FCC robot vacuum rule follow-up documents explainedUpdate 1: The firmware waiver (DA 26-789)

This one came out the same day and almost nobody covered it, which is a shame because it’s the one that touches the robot in your house.

Under normal FCC rules, once equipment lands on the Covered List, there are restrictions on the kinds of changes a manufacturer can push to an already-authorized device. That would include a lot of routine software and firmware updates.

The FCC’s Office of Engineering and Technology waived those restrictions for this situation. Devices that were authorized before the July 28 Covered List addition may continue to receive software and firmware updates that “mitigate harm to U.S. consumers” — the notice specifically calls out updates that patch vulnerabilities and keep devices compatible with different operating systems — at least until January 1, 2029.

Two things to keep straight: the waiver allows updates, it doesn’t require a company to keep supporting an old model. And what happens after that date isn’t settled. The FCC has extended a similar waiver before in the router context, but there’s no announcement about extending this one. I’ll report it if it happens; I won’t guess.

Update 2: The Conditional Approval process

This is the door that’s open for manufacturers, and the guidance for it was released alongside the FCC’s announcement.

Here’s how it works. A company that builds robots overseas can ask for a determination that a specific robot, or a whole class of its robots, does not pose an unacceptable national security risk. If the government makes that determination and passes it to the FCC, those products can keep getting equipment authorizations even though the category is on the Covered List.

For robots, only the Department of War can grant it. (For power inverters, either the Department of War or Homeland Security can.)

It is a substantially bigger lift than a normal FCC filing. Here’s what the guidance asks for:

Corporate ownership

Complete ownership structure. Parent companies, subsidiaries, affiliates, joint ventures. Anyone holding 5% or more equity. Board members and executives. Any foreign government ownership, financing, influence or control. A corporate officer has to certify it’s accurate, and a company that materially misrepresents information can lose approval and be permanently barred from applying again.

Supply chain, part by part

A detailed bill of materials. Country of origin for every single component. Where the robot was designed, manufactured, assembled and tested. Who owns the software and the intellectual property. Country of origin for onboard software and firmware. A breakdown of how concentrated the supply chain is by country. Sole-source suppliers identified, with contingency plans. And an explanation of why the robot isn’t currently built in the United States.

A U.S. manufacturing plan

This is the part that stood out to me. Applicants have to submit a time-bound plan to establish or expand manufacturing in the United States — timelines, capital investment commitments, expected hiring, facility expansion — plus quarterly progress updates through a designated point of contact.

Applications are due by January 1, 2028, must be submitted as a machine-readable PDF, and the Department may ask for more information during review. Submitting is not the same as getting approved. The guidance states decisions are final and entirely at the Department’s discretion.

Update 3: The other exit — build it here

There’s a second way out that doesn’t involve any application at all. If a robot qualifies as a “domestic end product,” it isn’t foreign-produced, so it never falls under the Covered List entry in the first place.

The bar for that is the Buy American standard at 48 CFR § 25.101(a): the product has to be manufactured in the United States, and the cost of its domestic components has to exceed 65% of total component cost. That percentage is scheduled to step up in later years, so it’s a moving target.

That’s a real number companies can measure a bill of materials against. Right now, very few robot vacuums sold in the U.S. would clear it — Matic is one of the few companies that says it builds its robot vacuums here.

The FCC posted a FAQ page that answered several things people were arguing about online. Straight from it:

  • The nationality of the company producing the device is not relevant to whether a device counts as foreign-produced. The FCC states the action is country neutral.
  • Importation, marketing or sale to the federal government or federal agencies is entirely exempt from these Covered List restrictions.
  • Companies may still import small batches of unauthorized devices strictly for product development or testing, as long as they aren’t marketed or sold.

Every date in one place

What still isn’t answered

I’d rather tell you what I don’t know than fill the gaps with guesses. Here’s the open list:

  • No Conditional Approval has been publicly granted for a robot vacuum yet.
  • There’s no published timeline for how long a review takes.
  • The firmware waiver past January 1, 2029 hasn’t been addressed.
  • No manufacturer has publicly confirmed a specific U.S. product change tied to this rule.
  • It isn’t clear how models that were announced but not yet authorized will be handled.

This is a fast-moving story and there’s a decent chance something changes the week after I publish this. That’s why I’m keeping all four of these articles updated rather than writing one and walking away.

⚠️ Mistake #1: Not Cleaning the Dust Bin Filter

This is one of the biggest issues I see—and it can actually damage your robot over time.

When the filter gets clogged with dust, dirt, and pet hair, airflow drops significantly. That means your robot’s motor has to work harder to pull in debris.

Over time, this can lead to:

  • Overheating
  • Reduced suction
  • Long-term motor wear

  • Tap out the filter every few runs
  • Replace it when it starts looking worn
  • Don’t wait until performance drops

⚠️ Mistake #2: Letting Hair Wrap Around the Brush Roll

If you have pets—or even just long hair in your home—this is a big one.

Hair wraps tightly around the brush roll and creates resistance. When that happens, the brush motor has to work harder to spin.

Over time, this can:

  • Slow down cleaning performance
  • Damage the brush motor
  • Cause unnecessary wear and tear

  • Check the brush roll weekly
  • Cut away hair using scissors or the included tool
  • Don’t let buildup get out of control

When that happens:

  • The robot won’t empty properly
  • Debris backs up in the system
  • The robot keeps trying, causing strain

  • Check the suction path regularly
  • Remove clogs from the base station duct
  • Inspect underneath the base (some models have removable covers)
